At its meeting on December 11, 2024, the Town of Duck Planning Board conducted the following business:
- At the request of the Town Council, the Board members reviewed revisions proposed by the applicant to a text amendment application allowing Amusement Arcades with a special use permit in the Village Commercial (V-C) district. After receiving comments from the applicant and members of the public, the Board members voted (3-2) to recommend denial of the revised proposal. The Board members who voted to deny the application stated an opinion that indoor entertainment facilities are inconsistent with the Town’s adopted Comprehensive & Land Use Plan, incompatible with the current uses and character of Duck Village, and not supported by the broader community (evidenced by public comments on a similar proposal several years ago). The members supporting the proposal shared an opposing point of view that amusement arcades are compatible with other uses in Duck Village and would provide a greater diversity of family entertainment currently lacking in Duck. The Town Council will consider setting a public hearing on the proposed text amendment at its January 8th meeting.
- The Board members also reviewed the requirements for certification and recordation of maintenance agreements for pervious surfaces used in residential development seeking lot coverage allowances. The Board members reviewed maintenance standards and a recordation template provided by the staff, listened to public comments, and concurred with the plan regarding enforcement of maintenance provisions for pervious surfaces. The certification and recordation of maintenance agreements will be presented at the Town Council meeting on January 8th as the Council members consideration adoption of these standards.
- The Board members began discussion/consideration of potential amendments to the Town standards for outdoor lighting. Staff provided the Board with information about the Town’s current standards, sample ordinances from other communities, and key issues to think about during the upcoming month.
- The Board members approved their meeting schedule for 2025. The Planning Board will meet at 4:00 p.m. on the second Thursday of each month with the exception of January when the Board will meet on the 15th.
- Community Development staff updated the Board about completion of a retaining wall north of Tuckahoe Drive and final design/permitting of stormwater management improvements in Teresa Court.
