Request for Qualifications for Public Land Use Planning and Preliminary Design

Submittal Deadline: 3:00 p.m. (EDT), Monday, March 31, 2025

The Town of Duck is requesting Statements of Qualification (SOQ) for professional land use planning and design consulting services to assist with determining uses for the recently acquired 1.55 acres of land that meet the short and long-term needs of the community. Services will include working with elected leaders, Town staff, and the public to solicit input and work toward consensus regarding the potential uses of the land, and how best to develop the site to meet the identified needs.

The intent of this Request for Qualifications (RFQ) is to solicit Statements of Qualification (SOQ) from firms qualified and interested in the project.

The Town of Duck plans to select a firm to develop potential uses for the site based upon the input noted above and to develop conceptual design(s) for the layout of the site. These site plans will help inform future capital improvement planning and budgeting in order begin to use this site for public purpose(s).

The work elements may include, but not be limited, to the following:

  • Site evaluation – The Town has a recent survey and can provide zoning and other regulatory information.
  • Input solicitation – Meetings with Town elected leaders, appointed boards, and appointed staff. Public outreach and engagement to seek suggestions (may be in-person, virtual, surveys, social media, etc.).
  • Interim presentation to the Town Council once initial input has been received and synthesized.
  • Schematic Design for site layouts based upon input received (up to three options).
  • Final presentation to the Town Council of site layout options.
  • Site development cost estimates based upon Town Council use determination.

Interested firms must have recent experience in public land use planning and design.

Interested firms must submit two (2) written and bound responses and one electronic PDF copy by 3:00 PM EST on March 31, 2025. The electronic PDF copy should be submitted on a single USB drive with the bound copies.
