Sealed Bids for the construction of North Carolina RCCP Phase 4 – Implementation Teresa Court Improvements will be received, by the Town of Duck, at their office located at 1200 Duck Road, Duck, NC 27949 until 3:00 PM local time on Tuesday, November 18, 2025, at which time the Bids received will be publicly opened and read. The Project consists of:
Installation of erosion and sediment control devices; selective demolition of existing driveway entrances, pavement, and vegetation; fill, earthwork, and paving for concrete and asphalt drives; concrete curbs; installation of signage; installation of stormwater permeable paver system, swales, and a bioretention system.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form.
The Issuing Office for the Bidding Documents is: VHB Engineering NC, P.C. at 4500 Main Street, Suite 400, Virginia Beach, Virginia. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents may be viewed and ordered online by registering with the Issuing Office through JD Hines at jhines@vhb.com. Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. Registered Bidders may then print the Bidding Documents. The cost of printing Bidding Documents shall be borne by the prospective Bidder. Cost of Bidding Documents and shipping is non-refundable. Partial sets of the Bidding Documents will not be available from the Issuing Office. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
