Request for Qualifications for Coastal Engineering and Design Services

Submittal Deadline: 4:00 p.m. (EDT), Friday, March 28, 2025

The Towns of Duck, Southern Shores, Kitty Hawk, and Kill Devil Hills are seeking qualified coastal engineering or environmental firms for professional consulting services to support future beach nourishment and shoreline management efforts. This initiative builds on previous projects aimed at preserving the local economy, protecting coastal development, and maintaining a stable tax base.

In partnership with Dare County, the Towns completed a major beach nourishment project in 2022–2023, placing over 3 million cubic yards of sand along nearly 12 miles of oceanfront:

  • Duck: 576,800 cubic yards across 1.6 miles
  • Southern Shores: 1,048,400 cubic yards across 3.8 miles
  • Kitty Hawk: 871,400 cubic yards across 3.97 miles
  • Kill Devil Hills: 565,600 cubic yards across 2.6 miles

While no new nourishment projects are planned in the near term, the Towns seek consulting assistance to refine long-term strategies, explore alternative approaches, update maintenance and monitoring plans, and evaluate funding options. The selected consultant will assist with shoreline modeling, cost analysis, permitting, environmental compliance, FEMA navigation, public engagement, legislative support, and project planning, including contractor selection and construction oversight.

Interested firms must submit their qualifications by 4:00 p.m. (EDT) on Friday, March 28, 2025, to the Duck Town Hall.

All interested firms must respond by making their submittal 4:00 p.m. (EDT), Friday, March 28, 2025 at the Office of the Town Clerk, Duck Town Hall, P.O. Box 8369, 1200 Duck Road, Duck, North Carolina 27949. Late submittals will be considered non-responsive and therefore not included in the review process.
