The Town of Duck, North Carolina, is seeking proposals from qualified planning, land use, and consulting firms to complete a comprehensive review and update of Chapter 156 – Zoning Ordinance of the Town Code of Ordinances. The Town's last comprehensive zoning ordinance update was completed in 2004, and this project will modernize the ordinance by improving organization, eliminating redundancies, clarifying ambiguous language, updating development standards and procedures, and ensuring compliance with current North Carolina General Statutes and other applicable regulations.
The selected consultant will work closely with Town staff, the Planning Board, and the Town Council to evaluate the existing ordinance, recommend revisions, and develop a more user-friendly document that reflects current planning practices and supports the goals of the Town's Comprehensive and CAMA Land Use Plan. The project may also include review of additional Town Code sections related to land use and development, as well as community engagement through public workshops and stakeholder outreach.
The scope of work includes ordinance review and reorganization, updates to development regulations and administrative procedures, incorporation of recent legislative changes, preparation of draft and final ordinance amendments, monthly progress reporting, and attendance at public meetings as needed. Deliverables must be provided in editable electronic formats, allowing the Town to maintain and update the ordinance in the future.
Proposals must be submitted by 3:00 p.m. on Monday, July 27, 2026. The Town anticipates selecting a consultant within 60 days of the proposal deadline, with draft ordinance amendments expected within 18 months of contract execution. Request for Proposals – Banking and Treasury Management Services
The Town of Duck, North Carolina, is accepting proposals from qualified financial institutions to provide comprehensive banking and treasury management services. The Town is seeking a banking partner that can deliver reliable municipal banking services, responsive customer support, robust fraud protection, and modern treasury management technology to support the Town's daily financial operations.
The selected institution will provide a full range of banking services, including account management, online banking, ACH origination, wire transfers, positive pay, fraud prevention tools, remote deposit capture, business credit card services, and account reporting. The Town currently maintains three primary bank accounts, utilizes payroll direct deposit and Black Mountain Software for financial management, and prefers banking platforms compatible with standard NACHA file formats and municipal accounting practices. The successful proposer should also demonstrate experience serving governmental entities and provide secure, efficient, and cost-effective banking solutions that comply with North Carolina public funds requirements.
The initial contract term will be four (4) years beginning January 1, 2027, with the option to renew for up to two (2) additional two-year terms. While proposals will be evaluated based on overall value, service capabilities, technology, customer service, and cost, the Town may give favorable consideration to financial institutions that maintain a full-service branch or operational presence within the Town of Duck or Dare County.
Proposals must be received by August 20, 2026. Questions are due by July 29, 2026, with interviews, if necessary, anticipated in September 2026 and contract award expected in October 2026. Request for Installment Financing Proposals – Vehicle Purchases
The Town of Duck, North Carolina, is accepting proposals from qualified lenders to provide installment financing for the purchase of six replacement municipal vehicles as part of the Town Council's approved Capital Improvement Plan (CIP). The financing will support the acquisition of four replacement police patrol vehicles and two replacement fire command vehicles for the Fire Chief and Deputy Chief.
The total financing amount is $426,209, including $276,209 for Police vehicles and $150,000 for Fire vehicles. Vehicle costs include necessary upfitting such as emergency lighting, radios, radar units, vehicle markings, consoles, and other permanently installed public safety equipment. The Town intends to purchase the vehicles through State of North Carolina contracts as current model year vehicles become available from the manufacturers.
The Town is requesting financing with a three-year term, annual level payments, and no prepayment penalty. Proposals should include any applicable fees and a complete amortization schedule.
Proposals must be received by 5:00 p.m. on Tuesday, July 28, 2026. The Town Council is expected to consider a financing recommendation at its regular meeting on August 5, 2026.
