Town Park Shoreline Improvements
ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Town Park Shoreline Improvements project will be received, by the Town of Duck, at their office located at 1200 Duck Road, Duck, NC 27949 until 10:00 AM local time on Thursday, August 21, 2025, at which time the Bids received will be publicly opened and read.

The Project consists of:
Installation of 10 vertical sill structures and 130 linear feet of riprap revetment.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is: VHB Engineering NC, P.C. at 351 McLaws Circle, Suite 3, Williamsburg, Virginia. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00AM and 5:00 PM and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Bidding Documents also may be examined at The Builders and Contractors Exchange (1118 Azalea Garden Rd, Norfolk, VA 23502); and at the office of the Town of Duck (1200 Duck Road, Duck, NC), on Mondays through Fridays between the hours of 9:00AM and 5:00PM and the office of the Engineer, VHB Engineering NC, P.C. (351 McLaws Circle, Suite 3, Williamsburg Virginia, 23185 or 940 Main Campus Drive, Suite 500, Raleigh, NC 27606), on Mondays through Fridays between the hours of 9:00AM and 5:00PM.

A mandatory pre-bid meeting will be held at 10:00 AM local time, Friday, July 25, 2025, at the Town of Duck Office at 1200 Duck Road, Duck, North Carolina to respond to questions related to the project. General questions related to the project may be asked at any time and should be directed to Drew Havens, Town Manager, Town of Duck, (252) 255-1234, dhavens@ducknc.gov. Specific questions related to the project should be submitted in writing via email to Michael Mann, Project Manager, VHB, at mmann@vhb.com . All questions will be answered in writing as addendum.

A copy of the Contractor’s license, a Certificate of General Liability Insurance and a Certificate of Workman’s Compensation Insurance shall be submitted with the bid forms.

Bidders shall enclose a Bid Bond or surety equal to five percent (5%) of the bid amount with their bids, as required by §143-129(c) of the North Carolina General Statutes.

The Town shall award the contract for the project to the lowest responsible, responsive bidder, taking into consideration quality, performance, and the time required in the performance of the contract.

Bid security shall be furnished in accordance with the Instructions to Bidders.

Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
