Monica Thibodeau has been a permanent resident of Duck since 1988, and a vacationer to the area since childhood.  

She has served as a Town Council Member since December 2002 and was elected Mayor in 2025.  Managing owner of Carolina Designs Realty, Inc., since 1991, she earned her B.A. from Boston College and M.B.A. from Northeastern University.  In addition to her business and work with the town, Monica serves as a volunteer with several local nonprofits.  

Monica was appointed as Mayor Pro Tempore in December 2005 and is currently serving as Mayor.

Marc Murray has lived in Duck since 2012 and has worked here since 2004 as a supervisor for a local general contractor. Marc served on the Duck Planning Board from 2013 to 2025, and was Chairman of that board briefly.  Prior to moving to Duck, Marc taught high school and was a program director for a YMCA resident summer camp and conference/ retreat facility on Virginia’s Eastern Shore. Marc holds a BA in Philosophy and History from Virginia Wesleyan College.  

Marc and his wife Deanna have raised their daughter in Duck and think it may be the greatest place on earth to undertake such an endeavor. Marc enjoys making music, surfing, fishing, sailing, and hunting.  From live music in the village on a warm summer night, to freezing in a duck blind in the sound on a late January hunt, Marc enjoys the full spectrum of what Duck has to offer; and is committed to preserving it.

Sandy Whitman

Sandy Whitman is serving his fourth term on the Duck Town Council. Sandy and his family first vacationed in Duck in 1981, bought property in 1983, and built their home in 1988. Sandy and his wife Mary Anne became permanent residents in 2014. 

Sandy served on the Town Planning Board and the Town Board of Adjustments. He has served on the CAMA Land Use Committee and has been an active volunteer for all Town events for over 10 years. 

Sandy attended Hudson Valley Community College and is a retired Electrical Contractor. He served as President and CEO of Whitman Electric, Inc. in Kingston, NY for over 30 years. He is also a past Board Member of the National Electrical Contractors Association of the Hudson Valley.

Sandy is currently serving as Mayor Pro Tempore.


Bren Chasen

Brenda Chasen was elected to serve as Council Member for the Town of Duck in 2023. Prior to her election to Council she served on the Town of Duck Planning Board and is currently a member of the Government Access Channel Committee. Brenda is an active volunteer for numerous Town of Duck activities and is a former board member for local non-profit organization Network for Endangered Sea Turtles, Inc. (N.E.S.T.).

Brenda works as an independent consultant helping customers correct failing projects by deconstructing problems, analyzing the issues, presenting possible options, negotiating with stakeholders, and implementing solutions.

Having vacationed in the Outer Banks for five decades, Brenda and her husband, Jeff, and their miniature dachshunds made Duck their full-time home in 2018.

Brenda graduated from University of Richmond with a Bachelor of Science in Information Technology Management, cum laude.


Kevin Lingard

Kevin Lingard was born in Macclesfield, England into a family steeped in local politics. His dad was a member of Macclesfield Borough Council for a number of years and later in life, his mom was a Council Member and Mayor of Bollington, Cheshire. 

Kevin left school aged 16 to take up an apprenticeship with a local firm that produced high-tech textile machines. Eventually he graduated with a BSC in Mechanical Engineering from Stockport College of Technology, aged 30. Kevin worked in both HVAC and Petro Chemical industries and was an early adopter of computers, particularly CAD. His last position in engineering was as IT Manager at a company that makes transmissions for race cars. 

When he moved to the US with his wife, Helen, he retired from engineering and became a Real Estate Agent. Kevin was part of both the Mentor and Tech. Expert teams in his office. When Kevin and Helen moved to Duck permanently he finally fully retired. 

Kevin was a Boy Scout Leader for over 25 years in England. When he moved to the US he was chair of the Environment and Recycling Committee in Morrisville NC and Chair of his HOA’s ARC. He volunteered with the Team Drea Foundation, a non-profit raising funds to find a cure for ALS and was their Volunteer of the Year in 2018. Since moving to Duck, Kevin has volunteered for beach grass planting, Duck Sweep, data entry and events. 

Kevin loves cooking and baking and walking on the beach with his dog, Martin.
